Final Report Evaluation and Project Closure Process

he Project Investigator must submit the Final Report, prepared in accordance with the required format and presenting the research outcomes, to the BAP Coordination Unit within three (3) months following the project completion date specified in the contract.

For Comprehensive Research Projects, Rapid Support Projects, International Publication Support Projects, Patent Support Projects, and Associate/Undergraduate Support Projects, if an accepted full-text article indexed in SSCI, SCI, SCI-Expanded, AHCI, Web of Science, ESCI, or Scopus; a peer-reviewed scientific book published by a national or international publisher (with ISBN); or a national/international patent has been produced as an output, this output may be accepted in place of the final report. If these conditions are not met, a formal final report must be submitted to the BAP Coordination Unit.

For Graduate Thesis Projects, the completion of the supported master’s, doctoral, or medical specialization project is considered the completion of the thesis. In this case, the thesis itself is submitted as the final report. The investigator is also required to submit copies of any publications derived from the thesis or patent application numbers, if available.

In certain cases, the Sub-Commission may seek expert opinions for the evaluation of the final report. The Commission makes the final decision on whether a project is successful by considering the Sub-Commission’s evaluation. However, final reports of Infrastructure Projects, Graduate Thesis Projects, International Publication Support Projects, Scientific Event Organization Projects, Scientific Meeting Support Projects, and Patent Support Projects are evaluated directly by the Commission.

The final report must be submitted within three (3) months after the project end date. However, an extension may be requested before the project ends through a justified interim report, and additional time may be granted upon Commission approval. No expenditure requests can be made after the official project end date stated in the contract. Final reports may also be submitted before the contractual deadline.

If the final report is not submitted on time, all ongoing project processes of the investigator are suspended until the report is delivered. If the report is still not submitted within 15 days after official warning, the sanctions specified in Article 26 are applied.

If a final report is deemed unsuccessful, the project investigator is restricted from applying for any new project support for one (1) year. However, upon request and Commission approval, additional time may be granted for revision or completion of required work. The total duration of the project, including extensions, may not exceed 36 months. Revised final reports must be resubmitted to the BAP Coordination Unit within one (1) month.

In cases where the project fails or encounters significant issues, the investigator is required to submit a reasoned final report to the Commission.

All publications and theses produced within the scope of BAP-funded projects must include the following acknowledgment statement (or an equivalent):

“This work was supported by the Scientific Research Projects Coordination Unit of Bandırma Onyedi Eylül University. Project Number: …”

Failure to include this statement may result in disciplinary investigation upon the Rector’s notification, following the Commission’s recommendation.

Final reports of completed projects are concluded by the Commission based on Sub-Commission recommendations. If necessary, they may be sent for revision. Projects are closed as either successful or unsuccessful depending on whether they achieved their objectives. Successfully completed reports are submitted in bound hard copy (wet-signed) along with a digital copy (CD/USB) to the BAP Coordination Unit within one (1) month of approval.

If the project investigator leaves the university, retires, or is otherwise dismissed before submitting the final report, the project is automatically closed. Projects that have expired and remain unreported despite warnings are also administratively closed by Commission decision, and relevant sanctions are applied.

Projects that cannot be completed due to life-threatening health conditions or death are closed administratively with the approval of the Rector and the positive opinion of the Commission, unless a formal request for transfer of the project is submitted by the relevant department.
